Every member of our design team is educated in landscape irrigation and understands the principles of even moisture distribution and water conservation. With decades of experience behind them, they conceptualize and start the design of your custom system with an on-site visit. They take into consideration the location of your plants, trees, fences and key structures during the design process. They will pose questions to you and answer any that you have, right at the outset, avoiding pitfalls that can occur when a system is designed in a more traditional “in-office” method.
In addition to a team of irrigation specialists assigned to every irrigation system, we're also fortunate to have stellar irrigation experts leading our design and service departments.
At Summer Rain, we believe our work goes well beyond the design and installation of your irrigation system. Once you are up and running, you can count on our expert service managers to help you with anything you might need. Geographical areas are overseen by the managers who supervise their respective teams of technicians. This provides consistency of service and ensures that a service visit made to your property will be handled by someone who is already well versed in your individual system and your specific needs.

After graduating from St. Anselm College with a B.S. in Criminal Justice, Bill served as a police officer for the Town of Greenwich.
Having always admired beautiful lawns and landscape, Bill recognized a need to help homeowners keep them as such by installing and maintaining automatic irrigation systems. So after law enforcement, Bill started Summer Rain Sprinkler Systems, Inc. in 1981. He attended the College of Irrigation Knowledge in Dallas Texas in 1982 and as past president of the Connecticut Contractors Irrigation Association (CICA), he assisted in the process of licensing contractors to further legitimize the business. Summer Rain is recognized as one of the Top 100 Irrigation Companies in the nation.
Bill’s professional memberships include Irrigation Association (IA) & IANY), CICA, BBB, Greenwich Chamber of Commerce, The Association of General Contractors of CT, and CT Groundskeeper Association. Bill is also a founding director of, and serves on the Board of Directors of The First Bank of Greenwich. Bill also served as Grand Marshal of the Greenwich Hibernian Association’s 40th annual Greenwich St. Patrick’s Parade in 2014.
In the community, Bill is involved in many organizations including the Boys and Girls Club, Maria Fareri Children’s Hospital, Greenwich Hospital, Catholic Youth Program, and Knights of Columbus. Bill’s commitment for Summer Rain to give back to the local and surrounding communities has always been a priority for which he cares so much about.
Outside of work, Bill enjoys music, collector cars, wildlife and sports-including golf. He has been happily married to his beautiful wife, Annie, for 34 years and they share their life with their Maltese, Georgie Girl.
JP Pizzarello(Installation Manager) [email protected]
JP Pizzarello is a loyal employee of Summer Rain, who has been with the company for 17 years and is currently part of Summer Rain’s design department. Before joining Summer Rain, JP earned a BBA in Marketing from Iona College. In addition, he was a proud owner of several different establishments including a sporting goods shop, a deli, and his own lawn service and landscape company.
Despite having an entrepreneurial background, JP is glad he made the move to Summer Rain. Not only does he like what he does, but he also enjoys the many close friendships he has developed with his colleagues. Summer Rain is also happy to have JP; although he is a veteran in the industry, he continues to be very dedicated to his job – constantly working to expand his knowledge and skills in the field. To that end, he has several licenses and various certifications related to the enhancement of irrigation and landscape lighting.
Born in the Byram area, JP is a Greenwich native, where he continues to live to this day. His favorite hobby is golf – which he loves to both play and watch. He is also very involved in the Greenwich community, including being an active member of the Griffith E. Harris Golf Course, a member of the Greenwich Boat and Yacht Club, and president of the Longshore Estates condo association.
He is happily married to his charming, beautiful wife Terry; they have raised 6 children and have been blessed with 6 grandchildren.

Born and raised in Greenwich, CT, Vice President, Michael Hyland is an inspirational leader fostering the values for which Summer Rain stands. Michael worked at Summer Rain part-time while in college before becoming a full-time service manager. In 1990, he was honored to be awarded the title of partner in the company. Michael is a J3 licensed irrigation contractor. He has now served Summer Rain for over 27 years.
He contributes his success to having a strong commitment to follow through, having a true respect for others, and keeping a positive attitude at all times. Michael quotes Winston Churchill as his motto of motivation, “Success is not final, failure is not fatal; it is the courage to continue that counts.”
He enjoys the outdoors and has always enjoyed landscape and its design. He still goes out in the field everyday with his crews, and designs and works with customers for new system installations. The biggest joy of his job, Michael claims, is the end result - a great product, the client’s satisfaction of the installation, and a job well done.
Michael is a former member of the Greenwich Historic District Commission and First Bank of Greenwich advisory board. He loves the outdoors, including outdoor sports, and is passionate about fitness and exercise. He is, and has always been, a true competitor and enjoys life just as such, living it to its fullest.
His greatest passion and joy of course is his beautiful bride Jacquie, not to mention their pride and joys, their adopted rescue dogs Flynn and Trixie.
Bill Foscato(Lighting & Electrical Manager) [email protected]
Hard work, honesty, reliability, and communication: these are the keys to success of Summer Rain employee, William Garrett Foscato. More commonly referred to as Bill Foscato, he lives in Pawling, New York, right on the border of New York and Connecticut. After holding previous jobs in landscaping and landscape lighting, Bill has been a Summer Rain employee for two years. Landscaping and landscape lighting design and installation have been Bill’s calling in life and that is what initially brought him into the open, welcoming arms of Summer Rain. Bill is currently working as a landscape lighting and electrical manager, and says he appreciates the creative aspect of his job the most.
Born in Santa Monica, California and raised in New Canaan, Connecticut, Bill has come to know Fairfield County very well. Despite work and other everyday distractions, he always makes time for the one true thing he loves – his family. Soon to be married to the lovely Cynthia, Bill has two amazing children and two wonderful soon-to-be stepchildren.
When Bill is not working or spending time with his family, he enjoys reading history books, gardening, and exercising. He is also is very involved with his local community; he is a Village of Pawling planning board member, a Pawling farmer’s market board member, and an Oblong Land Conservancy board member. Bill’s adventurous side has compelled him to drive across our great country three times. How many people can say that they have done that?
He also traveled to the beaches of Normandy, France to pay his respects to the brave men who fought there during World War II to help ensure the freedoms that we enjoy in this great country.
Summer Rain’s exceptional customer service sets it apart. We believe in having someone personally answer the phone to assist you when you call. Summer Rain’s offices are open all-year round. You can always reach us, even during the winter months. During the “high season” (March through November) our staff is ready to take your calls Monday-Friday from 6:30am to 6pm and Saturdays from 6:30am to 4:00pm. There is an after-hours emergency number as well, should the need arise. You won’t find that type of personalized attention at many service companies where automated voicemail systems are now the norm.
James Loughran, Jr.(Service Manager) [email protected]
Jim Loughran, a Greenwich native, has an extended history with Summer Rain. Having worked with the company through college, he then spent time coaching college and high school football and lacrosse, before returning to work at Summer Rain 20 years ago. He is glad he made the move, enjoying both the ability to work outside, in addition to being a key part of a motivated team.
Jim says his secret to success is staying positive – something that definitely helps him in his volunteer work. As an active member of the community, he has served as the current president of the Greenwich Youth Football League for the past 5 years, where he has also coached for 10 years, and has been a board member of the Greenwich Times Association for 4 years. He currently lives in Cos Cob with his wife and three children, Clare, James and Kate.
Frank Parelli, III(Service Manager) [email protected]
Frank Parelli is a true veteran employee of Summer Rain; he has been a highly valued and dedicated team member for twenty years A licensed plumber by trade, Frank presently holds the position of service manager, to which he takes great pride. His attention to detail, work ethic, and the quality of service he provides to his customers, is immeasurable.
Frank enjoys his family; a beautiful wife Cindy and two grown successful sons, Frank Jr. and Michael. Indigenous to Greenwich, he hails from Chickahominy (a neighborhood close to downtown) and still lives in town where he is actively involved in the community. He is a past coach of two youth sports – Greenwich Youth Football League and Greenwich Basketball Association. Frank is an avid sports fan who still enjoys playing basketball himself. He is also crazy fond about his garden and working in it.
Richard D’Andrea, Jr.
Richard (Richie) D’Andrea, Irrigation Manager at Summer Rain, joined the company 15 years ago. He was looking for a new career and “found a home at Summer Rain.” With a background that included landscape construction, irrigation system service and installation was a natural fit.
Richie enjoys the team of people he works with, considering them not just his co-workers, but also his extended family. It’s the drive of the team members, and the ability to pursue common goals, that makes Richie consider Summer Rain to be a great place to work.
Richie’s key to success is to always be professional. He feels it is important to look for ways to better oneself – and to learn something new every day. It is this belief, combined with his desire to help others, that enables Richie to consistently provide excellent customer service.
Born and raised in Greenwich, Richie currently lives in Cos Cob with his wife of 20 years, and their three daughters. Having a passion for all sports, especially football, he volunteers as a board member and coach for the North Mianus Bulldog Football team. In his spare time Richie also enjoys boating and fishing.
Duver Arrubla(Service Manager) [email protected]
Duver Arrubla is a devoted employee of Summer Rain’s service department and has worked there for the past 16 years. He is a certified irrigation installer and service technician. Duver enjoys his job as he has the freedom and support to provide exceptional service while working in a friendly and open environment.
Born in Colombia, Duver spent most of his childhood outside of the US. He later moved to Stamford, CT at the age of 13. This is where he currently resides with his beautiful wife Melissa, their two amazing children and their much-loved dog Lucas.
Duver greatly believes in the motivational phrase “hard work and honesty pay off.” This is one of the many things he teaches the young players on his Stamford Youth Soccer League soccer team – where he has coached for the past three years. This is a volunteer position that means a lot to him – as he has the opportunity to help better the youth of society through physical activities and teamwork. When Duver is not working or coaching, he enjoys kickboxing, working on and fixing his cars, and doing chores around the house.
